Study On The Way Of Performance Evaluation In Refinery

The domestic indexes of the assessment system were built basing on the small scale, few processing units and low complexity of the refineries, which can not reflect the whole and objective performance assessment with the big difference of refinery scale, properties of crude oil and structure of products.The Solomon KPI system could provide a whole performance assessment on the refinery basing on millions data, finally the assessment system could find the gap between the refineries and the others by comparing the indexes. Until now350refineries have adopted the system and got promotion.Comparing with the foreign assessment system, two questions exist in domestic performance assessment system. Firstly the comparison can not be executed among refineries with different scales, style and complexity. Secondly the indexes have a big difference between domestic and foreign refineries. So a new system needs to be built imminently.The characteristics of the domestic and international performance assessment indexes are compared in the research. A new performance assessment system is built basing on "equivalent distillation capacity" index which is also suitable for domestic refineries. The new system can be used to reflect the performance of the refineries combining with the advantages of the domestic and foreign performance assessment system. The new system could provide a platform for the comparing of the refineries in different scale and processing style, and realize the comparing to the international refineries in performance assessment. The indexes of the new system could be popularized by the domestic refineries.
