In order to develop the economy while protecting the environment, new energy hasbecome the priory objective of developed countries and regions, especially the EU andthe United States in the background of climate change and energy shortages. The newenergy industry, represented by PV (Photovoltaic) industry, had developed rapidly inrecent five years, and then frequently encountered the trade friction, which lead the paceof industry development slump. Therefore, research on "double reverse (anti-dumpingand countervailing)" of PV industry has great significance to the development of China’sStrategic Emerging Industries (abbreviated as SET hereinafter).The main contents of this thesis are divided into four parts. At first, the authordiscusses the basic theory of anti-dumping and countervailing investigations, and thetheoretical basis of adopting the “double reverse” measure. Secondly, the authordescribes the current situation of development and trade friction of SEI in detail. Thereare some new features in the trade friction of SEI, compared with traditional industries,such as the background of generating the friction, the impact on industries and measureson handling the friction. And then, the new energy industry, as one of SEI, isrepresentative. The paper summarizes the main reasons of trade friction of SEI by deeplyanalyzing the “double reverse” on PV industry. In the end, on the basis of the previousanalysis, the thesis puts forward some measures on facing trade friction from threeperspectives(the government, industry associations and enterprises), and provides somepolicy recommendation for the development of SEI.
