According to the statistics, in the process of huge hydropower construction in ourcountry, the cost of purchasing raw materials and mechanical and electrical equipmentsaccounts for about40%~70%of entire construction investment. Under the situation, thepurchasing department is important for the construction of cost control. Therefore, it hasgreat significance to study how to choose the suppliers scientifically in the hydropowerconstruction project.In that case, a three stages mathematical model was established to solve thepurchasing decisions problem, which was a combination of the choice of suppliers indifferent supply chain construction stages, supplier performance evaluation and the orderallocation. In supplier choosing problem, the research was divided into two stages,including supply chain planning phase when choose a set of suppliers and supply chainconstruction phase when supplier bidding; In supplier performance evaluation, theselected suppliers was evaluated periodically and the result of the evaluation was recordedfor the procurement allocation model; In order allocation problem, a programming modelwas presented which was a multi-objection and multi-period for the order allocation.Through the analysis of the historical data of material supply, the forecast of futurepurchasing periodic was obtained to achieve the order allocation multi-cycle rolling.The model presented in this paper was verified by the YALONG RIVERHYDROPOWER DEVELOPMENT COMPANY.LTD. The analysis shows that theselected supplier was consistent with the bid result of YALONG RIVER COMPANY, andthe order wouldn’t be allocated to the lower cost-efficiency supplier until the highercost-efficiency supplier’s supply ability was limited, which is consistent with the realsituation.
