The Research On Influencing Factors In Rural Dilapidated Housing Rehabilitation

Since2008, our government has invested a lot of money to rehabilitate the badlystricken or dilapidated houses in rural areas, and the human and material resourcesdevoted into this process are enormous. The rural dilapidated housing rehabilitation is asubsidy policy from the government for the first time since our country came into being,and the experience is very limited. Also, the process itself is very complicated, so theresults are influenced by some factors inevitably. We recognize and analyze theinfluencing factors in the dilapidated housing rehabilitation process through literaturestudy, on-site survey, expert interview, qualitative analysis and quantitative research.We firstly did the literature review on the rural dilapidated housing rehabilitationpolicy and its influencing factors, made the relative concepts clear on the review basis,analyzed the current situation of the implementation, and finally we use the multiplestreams theory to analyze the formulation of the policy for the deep understanding ofthe purpose and pattern of rural dilapidated housing rehabilitation. This paper does thework breakdown structure for the whole process of the rural dilapidated housingrehabilitation, and recognizes the influencing factors from the subdivided work toconstruct the formal questionnaire. We invite respondents to grade the influencingfactors with5-point Likert scale. After we did the questionnaire survey in the fivecounties of West China, with the help of SPSS software for factor analysis, we took6public factors which is labeled as the use of funds factor, object selection factor, theorganization management factor, grassroots operation factor, objective problem factor,supervision factor, and specific recommendations are given for each factor. Then wecalculated the comprehensive score of five counties and ranked them.The influencing factors analysis of rural dilapidated housing rehabilitation in thispaper can be provided as basic resources for the relative research. We extract six publicfactors with factorization method, and propose corresponding countermeasures toprovide support for the relative departments of government to make policies for arational and effective use of the reconstruction funds. The rank result of the fivecounties is the evaluation to the implementation result of each county. This research isof practical and theoretical significance.
