Study On The Reconstruction And Management Of Dilapidated Houses In The Rural Areas Of Pulandian District Of Dalian City

The national policy for renovation of dilapidated buildings in rural areas is a rural housing security policy that our party and the state take measures such as renovation or repair of houses with potential safety hazards according to the actual situation of the vast rural homestead and with the aim of improving the living conditions and quality of life of poor rural households.The national policy for the renovation of dilapidated buildings in rural areas is a project for the benefit of the people that conforms to the development of the times,realizes social fairness and protects the rights and interests of the people.Since the implementation of the policy in 2008,the renovation of dilapidated buildings in rural areas across the country has been continuously promoted,and the housing conditions of farmers in poor areas have been greatly improved.In recent years,governments at all levels have continued to intensify their efforts to implement the renovation policy of dilapidated buildings in rural areas,and more and more farmers have benefited from it.However with the comprehensive coverage of the renovation policy of dilaptidated buildings in rural areas,the implementation and management of the policy have gradually revealed some problems,which have seriously affeeted the harmony and stability of rural society and triggered a series of social conflicts It also brings challenges to the implementation of the rural reconstruction policy.It is urgent to explore new methods to improve the management of rural reconstruction in order to better promote the rural reconstruction project.This paper chooses Pulandian District of Dalian City as the research target,and takes the management of rural dilapidated buildings in Pulandian District of Dalian City as the research object.Through literature research,field research,systematic analysis,questionnaire and other forms of investigation,the problems faced by the management of rural dilapidated buildings in Pulandian District are known.Through investigation and research,it is found that there are widespread problems such as low awareness ofthe policy among farmers,uneven distribution of dilapidated buildings,insufficient investment in dilapidated buildings,low quality of housing construction,and housing construction unable to meet the needs of farmers.These problems have seriously affected the implementation effect of the rural dilapidated buildings renovation policy.This pap er analyzes the problems existing in the management of dilapidated buildings in rural areas of Pulandian District,and draws lessons from the current management experience of dilapidated buildings in rural areas in China and the experience of housing security abroad.Combined with the actual situation of Pulandian District,it puts forward suggestions for improvement of dilapidated buildings in rural areas of Pulandian District.First,it strengthens the publicity of dilapidated buildings' renovation policies;second,it reasonably allocates the number of dilapidated buildings' renovation places;third,it solves the bottleneck problem of housing funds;fourth,it improves the construction quality supervision system;fifth,it makes overall planning according to local conditions.These suggestions are of great significance for improving the living conditions in rural areas,improving the quality of life of farmers,and ensuring "home ownership".They are also helpful for promoting the better implementation of the policy of renovating dilapidated buildings in rural areas.
