Study On The Implementation Deviation Of Rural Dilapidated Housing Reform Policies

The policy of rural dilapidated houses reconstruction is a social assistance policy,it is according to the actual situation of the rural areas,by taking the rebuild or repair measures to improve the houses quality which has existed hidden safety problems,to realize the target of improving the living conditions of the rural poor families.By referring to the research literature related to the reconstruction of rural dilapidated houses,it is found that most scholars have studied it from the aspects of social security,and put forward the relevant suggestions to reform the current rural reconstruction policy,but the research from the perspective of policy implementation is rarely mentioned.Therefore,it is of great research value to study the implementation deviation of the rural dilapidated houses reconstruction policy from the perspective of the government implementation.Since 2009,Puyang began to implement the policy of rural dilapidated houses reconstruction in rural areas,so far the transformation of houses is still constantly advancing,won wide recognition and support from farmers,improve the living conditions of farmers,rural areas make a new look.However,while seeing the results achieved,we can not ignore the problems in policy implementation.With the emergence of the phenomenon,such as distorted implementation policies,additional implementation policies and symbolic implementation policies,leading to rural dilapidated houses transformation policy goal is difficult or even impossible to achieve,which seriously affected the government's authority,weakened the policy in the control at the grassroots.In this paper,based on the Principal-agent theory and Public choice theory as a theoretical analysis tool.According to Puyang L town government's actual implementation status in the the policy of rural dilapidated houses reconstruction,try to use the way of combined theoretical analysis with empirical analysis.In this paper,based on the Principal-agent theory and Public choice theory as a theoretical analysis tool.according to Puyang L town government's actual implementation status in the the policy of rural dilapidated houses transformation,try to use the way of combined theoretical analysis with empirical analysis,This paper comprehensively considers and analyzes the various factors that may affect the policy implementation of rural dilapidated houses reconstruction from the following aspects : the influence of the interests of the policy subject's and object's,the information asymmetry in policy implementation,the imperfect of incentive mechanism and supervision mechanism is not perfect.On the basis of the above analysis,this paper puts forward the ideas and countermeasures to improve the implementation effect of the rural dilapidated houses reconstruction,the township government should be coordinate and improve the interest demands of the policy subject's and object's,improve the information communication and feedback mechanism of policy implementation,improve the incentive mechanisms of policy implementation and improve the supervision mechanism of policy implementation.So that the policy objectives to make poor farmers have security housing can be achieved,that through the effective execution in the policy of rural dilapidated houses reconstruction.
