Facing the current communication operators of enterprise’s internal and externalenvironment is very complex, a lot of business require enterprises to rapid decision-making,better allocation of scarce resources, good attention, to seize the customer, competition andincome.Composed of different sizes of project of enterprises, put new challenges before theexecutives in the enterprise: resource planning, project priority and project monitoring. In theshort term, focusing on a single (Project) time, scope, cost management elements can providea stable income and value for the enterprise. However, portfolio management (PortfolioManagement) is required for the correct selection of project, emphasize the individual projectand the enterprise strategic link, need to look at the project management with a long-termperspective, in order to ensure the realization of the long-term business objectives. Project asa mode of operation of vertical and functional departments in the enterprise, needs theenterprise interior resources to project support. For the project group, enterprise resources arerelatively limited circumstances, how to effectively control and manage resources, to everyproject smoothly, achieve the goal of the project, is an important work for resource allocationin multi task environment.The project group of the allocation of resources, can take several methods to supportprojects. The first is the priority according to the priority, verify, confirm the resourcesassigned priorities; second is based on the various stages of each project subdivision, arational allocation of resources, in the longitudinal comparison of various stages of theimplementation of effective utilization of resources; finally, according to the different levelsof project priorities reasonable arrangement of enterprise resource allocation, can implementthe resources reasonably and effectively, the completion of various projects to support. Thereare seventy or eighty Telecom SG branch annually by the project, the project involves manyprofessional, each professional must pass between collaborative planning, the key resourcesand capability maximization, can form has the biggest competitive advantage of network andproduct, to the front of our users.The completion of the project is delivered to end face is the enterprise user, how to docollaborative planning project is different between professional, so that more rationalallocation of resources, make the enterprise network development and evolution of more inline with the current trend of the telecom market, more rapid response to the needs of differentcustomers, will become an important research topic in this paper.
