Analysis Of South Of Gansu Province Poverty Alleviation Project Agricultural Technology Extension’s Performance

Agricultural modernization is an important part of the New Four Modernizations,“Agricultural modernization need to transform traditional agriculture,rely on technologicalprogress and human capital to transform traditional agriculture.”（Theodore Schultz，1964），The key to agricultural modernization is the application, promotion of agricultural science andtechnology and the achievements transformation. Gansu province is one of China’s poorestprovinces,The efficient production of agricultural technology is less,the poor rural is more,poverty alleviation and development is still a long-term and arduous task.So,Changing thetraditional mode of agricultural development need to improve the technical level ofagricultural production,to increasing farmers’ income, agricultural efficiency and ruraldevelopment.IFAD integrated rural development project in Gansu province (hereinafter referred to as"IFAD project") is an anti-poverty project provided highly concessional loans by InternationalFund for Agricultural Development (IFAD).Provides’ technology services to the project areafarmers,raises the level of productivity, improve the standard of production and living.Foreight years of development achieved good performanc.Therefore,this study attempted toresearch the performance level of village and township agricultural extension organizationsunder the operating system of the current agricultural technology,discussed the influencefactors affecting the performance level of agricultural extension agencies by the conditionsurvey of10county agricultural extension agencies and corresponding farmers covered byIFAD project,and it’s also providing theoretical reference for reformation of the next projectimplementation system.The main research contents includes as follow:Firstly,Combined withexisting research,designed to this article’s agricultural technology Extension’s Performanceevaluation system,analyzing the relationship of agricultural extension behavior, content andperformance by survey data.Secondly,Based on the data of the project villages and towns’,weuse basic model of linear regression model, work out the factors affecting the level ofperformance of agricultural extension agenciesthe.Finally, we put forward somecorresponding policy suggestions, providing reference for researching performance evaluationagricultural technology extension agencies and raising the prefectural level of county agricultural technology extension.This paper’s main research conclusions are that:(1)Promotion varieties and forms in animportant indicators affecting the level of performance.(2)Farmers satisfaction and needsshould be given more attention.(3)The satisfaction of agricultural extension workers affectedthe agricultural technology extension performance.According to the relevant conclusions, here are some suggestions:(1)Establishing thepromotion mechanism in accordance with the Gansu local characteristics.(2)Reformingagricultural technology promotion system according to the market demand, perfecting theincentive mechanism of agricultural technical personnel.(3)Actively introducing new projects,widening funding introduction of channels of the marketability project.(4)Combining with the“Dual Activities” in Gansu, completing follow-up management.
