| For the agricultural modernization, an efficient transformation system of agriculturalscience and technology achievements is actually needed to increase the contribution rate ofscience and technology to agriculture. Government, agricultural enterprises, agriculturalextension agencies, all agricultural scientific and technological achievements transformationin agricultural scientific research units as some integral part of the system, played a differentrole in different aspects. In order to disclose the inherent rule of transformation of scientificand technological achievements in agriculture, this study was conducted by using the relatedknowledge of agricultural technology economics, agricultural popularization as a guide andcombining the theory of technology diffusion and the theory of market demand. And then, thisstudy take the Anding District as an sample for research, mainly including two aspects: one istreating it as a single subject to analyze its weaknesses and specific cultivation measures; theother is the construction of a collaboration between the various subjects coupled interactionmechanism, which makes the transformation of scientific and technological achievementswork more smoothly.Since reform and opening up, application of agricultural science and technologyachievements applied into agricultural production have become more prominent in AndingDistrict. However, on-the-spot investigation and theoretical analysis showed that there are stilla lot of problems in the operation of the agricultural cultivation and transformation ofscientific and technological achievements, such as weak consciousness of the main body, thechasm between the demand and supply of scientific and technological achievements, lack ofinterest coordination mechanism among the main bodies, imperfection of the structure andfunction of the agricultural science and technology intermediary service system, etc., In termsof the problems of transformation of scientific and technological achievements, some of themwere both the existing common problems in the whole country, but some were unique inAnding District.For above problem, this article recommends that, as to the supply main body in theprocession of agricultural technology achievements transformation into supplying, Andingdistrict should accelerated accelerate the reform of agricultural scientific research institutionsand enterprises, and according to the types of achievements, distribute them to the differentright institutions. At the same time, the government ought to strengthen the construction ofscientific research talent team, not only by introducing technical personnel, but also byintroducing managing and marketing talents. Government should expand financial support inagricultural technology research and gradually lead research institutions to change theirinterest points, fostering the subject with market spirit in the field of agricultural science andtechnology research. For cultivation of the subject in the promotion of agricultural science and technology, we must change the past ideas of "only research, not promotion". Only byestablishing a powerful agricultural technology promotion system can we complete thetransformation of scientific and technological achievements, which was regarded as " the lastkilometer ".Thus, the government should do more to support on grass-roots agriculturalpromotion and improve the working environment and treatment, meanwhile, establishing areasonable mechanism of employing will make much contribution to attracting more qualifiedtalents to join in technology promotion, and actively increase the scale of scientific specialcommissioners. As to application subject, under the influence of the nine-year compulsoryeducation and urbanization, the farmers are in "transition" period, agricultural producerswould become the new main body of agricultural management main in the future. In order tomake some agricultural enterprises, cooperatives, leading specialized households andknowledge farmers to be main body of new agricultural management, the government shouldactively promote the reform in the rural land circulation system and enhance the work ofpublicity and education to farmers through various channels.Agricultural science and technology innovation is a systematic project, it is alwayscharacteristic of variety of market demand, scattered but small agricultural farmers form and alot of input before the development of new technology, etc. So a more comprehensive systemof division of labor, clearer responsibilities in all chains and strengthened synergies betweenthe various subjects actually are needed. The main body should also strengthen the couplinginteraction between different subjects. This article had summed up the relationship andmechanism between the main subjects in the procession of agricultural technologyachievements transform by using the game theory. And based on the finding, we came up withthe triangle relationship theory among those main subjects, and the three sides were assignedby the number of achievements which needed, provided and promoted respectively. Resultsshowed that even in the ideal situation, equilateral triangles in reality is hardly to exist,however, the proportion of trilateral were able to reach M1:M2:M3=1:1.2~1.5:1.1~1.2, thesynergistic effect between the main bodies would become significant.Taking the realities ofAnding district into consideration, the subjects of the coupling interaction mechanismSpecifically included the followings: macro-regulation mechanism, the balance mechanism ofsupply and demand,the guidance of market demand, research collaboration and informationtransmission mechanism and so on. |
