Reports of the Eighteenth National Congress point out that one of the key todeepen the reform of financial system is to carry out the the marketization ofinterest rates,so the transformation of ideas that commercial banks areindependent of interest margin are more gradually in depth.The representativesfor the "self-help financial" as automatic teller machine (ATM), self-serviceterminal"is to be as the "magic weapon" of reducing costs and promotingintermediate service income have become the strategic development direction ofbanks.As the self-help financial services of commercial banks have broadprospects for development, so the system inquiry on the he commercial bankself-service channel layout, management, innovation and risk prevention canfurther promote commercial banks’ management ability of help-finance services,and promote the competitiveness, creative ability and social image ofcommercial banks, which has higher research value and practical significance.This paper expounds the topic source, research purpose and significance,sums up the relevant theory and literature,and reviews the development andcharacteristics of self-help financial services at home and abroad. Then from thecurrent developmental situation of self-help financial services of Heilongjiangbranch of Agricultural Bank of China, namely the self-service equipment status,functional status, benefit status, efficiency status and self-help financial servicesmanagementof status, I analyze of self-help financial services for commercialbanks’ important role in advancing traditional services transformation, reducingoperating costs, increasing intermediate service income and servicing ruralgroups. Then, the paper proposes the key problems that exist in the developmentprocess of self-help financial services of Agricultural Bank of ChinaHeilongjiang branch, and further analyzes of the root of the problems. Finally,aiming at the problems and causes, the paper concludes the overall guidingthought, basic principle and the three year development plan of the self-servicefinancial services of Agricultural Bank of China Heilongjiang branch, and proposes the countermeasure to optimize the layout, reform process, accelerateinnovation, improve the marketing, strengthen risk etc..
