The Evaluation Method On The Efficiency Of Regional Innovation And Its Applications

In the ages of the knowledge-based economy,regional innovation has become the motive headspring of economic growth and decisive factor to obtain regional competitive advantage. The valid path to Improve regional innovation ability is to raise the performance of regional innovation. The key to raise the performance of regional innovation lies in reasonable distribution of innovation resources and coordinated development of regional innovation.In this paper,we firstly review the research results about the content,classification,the organization structure of regional innovation system. Two sets of empirical studies to regional innovation systems seem to apply a framework of analysis. The first is a comparative empirical study of various regions,and the second set is detailed 'snapshots' of individual regional innovation,and the theories of innovation efficiency are reviewed as the theoretical base of the study.On the basis of the analysis of the regional innovation process,this paper defines the input and output at various stages. The process of innovation is divided into two stages. The first stage is form inputs of S&T to the realization of outcomes of S&T,and the second stage is from the outcomes of S&T to the translation of economic benefits finally,and we define the concepts of the efficiency of innovation in two stages,and establish the evaluation model of two stages.We put forward a method to evaluate the efficiency of regional innovation based on knowledge production function,This method combines the parametric method,the comprehensive evaluation method and proportional method of input and output. It can keep the advantage of various methods and overcome their shortcomings at the same time. Using this methods we empirically evaluate efficiency of regional innovation in our country,and carry out the consistent tests to the evaluation results of Data Envelopment Analysis and the evaluation results of our method. It turned out to be reasonable for our method.By means of Set Pair Analysis,we empirically analyze the relationship among input capacity of innovation resources,the ability to realize the results of S&T and the ability to transform economic productivity from the results of S&T. At last,the author points out the policy for improving the efficiency of resource allocation and promoting the coordination development of regional innovation.
