| Developing systems of innovation has become the focus of innovative development strategies for every country, and knowledge intensive business services (KIBS), as the key part of innovation system, are exhibiting its significant role in promoting innovation for their distinct characteristics. Therefore, it is of great importance to conduct in-depth research about the mechanism between the development of KIBS and the enhancement of regional innovation efficiency, thereby boosting the competitiveness of our KIBS sector and smoothing the transition of our economic base from resource-driven to innovation-driven and service-driven.By reading a lot of literature, the author reviews the relevant factors affecting regional innovation and the mechanism of KIBS industry in regional innovation system, and distinguishes its different functions in promoting innovation between the two stages of innovation; based on the status quo, this paper shows the current development of today’s KIBS industries overall production, structure and regional gap, etc. Results have showed dissatisfying overall performance of KIBS industry, and a large gap between the level of specialization throughout the KIBS industry; by using stochastic frontier production function method to describe and analyze efficiency in innovation of30regions in our country from year2006to2011, results show:there has been low overall efficiency of innovation and unbalanced performance on levels of innovation efficiency of R&D activities and transformation of achievements. Therefore, all the regions can be divided into four groups:region with advantage in regional R&D activities, region with advantages in transformation of achievements, regions with double advantage and double disadvantage; in the empirical part, by using feasible generalized least squares method, combined with KIBS’s role as innovation bridge, source of innovation and innovative auxiliary, we identify and compare the results of efficiency improvement between the stage of R&D activities and stage of transformation of achievements. Meanwhile, we introduce indicators of innovative environment and resources as control variables as well as their interaction term to comprehensively analyze factors on affecting the efficiency of regional innovation in the model. Results show that, the impacts of KIBS on the efficiency of regional innovation in the R&D stage are not significant, but significant in stage of transformation of achievements. And then by dividing our country into four regions, we discuss KIBS’s contribution to innovation efficiency in different regions.Finally, according to the empirical results, in view of possible problems of development in KIBS industry, we give some policy suggestions concerning with the development of KIBS industry and the enhancement of regional efficiency in innovation to different regions of our country. |
