Along with the country’s strict supervision of the petrochemical industry andthe increasingly saturated domestic refining equipment, oil and petrochemicalenterprises are receiving an unprecedented impact. It put forward higherrequirements for their own competitiveness and overall performance, and namelychallenging of the traditional financial indicators as the main mode of performanceappraisal system. It is necessary to research on performance evaluation of petroleumand petrochemical industry, so as to formulate a set of effective performanceappraisal system.In this paper, it based on the balanced scorecard as the main line, puts forwardthe purpose and significance of the study, interpreted the research status ofperformance management at home and abroad, and found insufficient in the field ofcorporate existence to pave the way for the text study,. It built the balancedscorecard as the main mode of performance appraisal system combining with thestrategic map construction, It play a theoretical and practical significance for trulyimproving the petroleum and petrochemical enterprise performance managementcapabilities.Papers take performance evaluation system of petroleum enterprise as theobject of study. Characteristics of oil company performance evaluation advantagesof Balanced Scorecard determine the need for the introduction of the BalancedScorecard. Therefore the index of different levels of the balanced scorecard at alllevels should be introduced into the petroleum enterprise performance evaluation.In this paper, on the basis of four levels as financial factor, customer, internalbusiness processes, studying and growth, combining the characteristics of thepetrochemical industry, it introduces environmental dimension into the performanceevaluation system, so as to better assess the impact on the environment of theenterprise. The feature of Balanced Scorecard is always put the business strategy onthe central position in management process. Formulating a long-term strategic of oilcompanies can direct the course of index screening. In calculating the index weight,it mainly used a combination of qualitative and quantitative analytic hierarchyprocess. Combined with specific case studies, it applies the balanced scorecardtheory into HPC company performance evaluation system. It determines the HPC’svision and long-term development strategy, designs specific performance evaluationsystem. Based on the relevant data of HPC company, using the analytic hierarchyprocess to calculate weight of the index and consistency check, it analyzes and processes the indexes data and tests the comprehensive evaluation model.Comprehensive studies show that the Balanced Scorecard is a need to adapt to thenew oil companies performance evaluation system.By results of the design study, it draws conclusions about the HPC company’sactual results of performance evaluation, analyzes the results and makes appropriaterecommendations.
