In March2012, the Twelfth Five-year Plan of the northeast revitalization,which approved by the state council, presented clearly that the construction inthe northeast areas should be open to northeast Asia important hub, at the sametime, the open border area development planning (2012-2020), which draw up bythe ministry of commerce and national development and reform commission, willpromulgate after the third plenary session of18to accelerate development ofborder areas. Harbin is the forefront of economic cooperation in Northeast AsiaArea and trade between China and Russia, it also has the geographical advantageof connecting the north to the south and relatively developed internal andexternal transportation network. Harbin municipal party committee municipalgovernment put forward the construction of modern logistics park in Harbin newsouth industrial city to take advantages of region and traffic network inHeilongjiang mengdong economic zones and the Russian border developmentzones, and focus on speeding up modern logistics to improve manufacturing andcommerce and strengthen the linkage between them. By gathering and integratinglogistics enterprise resources effectively, the logistic park in Harbin new southindustrial city will improve logistics service quality of the local pillar industries,solve logistics demands of modern manufacturing base, and improve competitionability of regional economy.By using the theory of logistics planning, this paper states the constructionplanning of logistic park under the background of Heilongjiang regional economy,and studies the logistic planning of Harbin new south industrial citysystematically and orderly. First, this paper analyzes the influence factors oflogistic park in Harbin new south industrial city, forecast freight volume ofHarbin by using grey relational analysis method and GM(1,1) model, establishthe assessment index system of other logistic parks in Harbin by usingcompetitive and cooperative relationship analytical method to make sure thetarget weight, and establish evaluation matrix to work out the proportion offreight volume taken by all the logistics parks in Harbin, then calculate logisticsdemand forecast of Harbin new south industrial city. Second, research the general layout planning of the logistics park in Harbin new south industrial citybased on the scale of logistics park prediction, and made a detailed functiondesign of the starting area and forecast building size of each functional area inthe starting area. Finally, this thesis comes up with management model and profitmodel of the logistics park in Harbin new south industrial city, which are suitableto the practical condition.Above all, this paper proposed planning of the logistics park in Harbin newsouth industrial city, which has important practical guiding significance and givesupport of the logistics systems planning for the government.
