Human resources is the most active, the most positive and the most creative factor in thecurrent economic production process, with a variety of resources are depleted, growingenvironmental crisis, economic growth to the limit, the era of knowledge-based economyrequires we must give priority to the development of human resources instead of natureresources as the direction of the future development of mankind, human resourcesdevelopment and utilization has become the core issue of regional economicdevelopment.This thesis based on the actual situation of human resources development ofQingdao Economic and Technological Development Zone, which makes human resourcestheory and the theory of economic growth as the guide, and summarizes the status quo ofhuman resources and economic development of Qingdao Economic and TechnologicalDevelopment Zone, based on the specific data of economic development of EconomicDevelopment Zone about a decade, establish economic model and make empirical analysis,study the human resources development elements on the influence of the regional economicdevelopment. This issue researches human resources and economic development of QingdaoEconomic and Technological Development Zone by human resources quantity, quality,number of employees of the three industries and external human resources flowing intoDevelopment Zone, the research results are as follows:(1) the impact of the quantity andquality of human resources: select the gross domestic product (GDP) of Development Zone,the number of professional and technical personnel, and the number of all kinds of students,workers and staff members in the whole Development Zone, education science andtechnology investment cost and so on, and establish multiple regression equation to find theeffect of human resource development to economic development.Through the empiricalanalysis, it can be concluded that the cost of investment in education and science andtechnology in human resources development is an important factor to promote the regionaleconomic development of Development Zone, followed by the number of professional andtechnical personnel.(2) the impact of the number of employees of the three industries: For theindustry human resources and regional economic development, the number of employees inthe tertiary industry influences the most of GDPfollowed by the number of employees in secondary industry, we should speed up the first industry personnel transfering to thesecondary and tertiary industries.(3) the impact of external human resources inflows: therelationship between Development Zone GDP and the number of college graduates inflows issignificant, if the same quality of human resources outside the region can flow intoDevelopment Zone, it is clearly favorable to economic development of DevelopmentZone.The results obtained by the empirical analysis: explore the ways of Qingdao Economicand Technological Development Zone to promote regional economic development throughhuman resource development is significant to regional economic development. This thesisalso applies regional economics, human resources development theory as well as technicalmethodology, to conduct comprehensive analysis to explore the route to promote regionaleconomic growth, which aims to provide useful policy recommendations to proper humanresources development in Qingdao development zone from a multi-angle, and bear practicalsignificance. To sum up, the style of writing of this thesis can be taken as a whole, it alsorealizes deep analysis as well.
