| This paper analyses Human Resources and economic growth in Xi'an Development Zone for High-tech Industries from four aspects: theory exploration, positive research, problem and reason and strategy design.At first, introduces the fundamental theory of the human resource and economic growth and analyzes the effect of the Human Resources Capital to economic growth. In basic theory part, firstly, it points out the significations of human resources and human capital, and its characteristic, differentiations and the relation, genre, and function. Secondly, it recapitulative analyses the interrelated theory and measure of quantitative analysis of Human Resources Capital and economic growth and comparatively analyses the fit measure of quantitative analysis for the paper. It mainly includes that early theory of Human Capital, T.W.Schultz's theory of Human Capital, model of Harrod-Domar, former of new classicality economic increase and former of new economic growth. Lastly, recapitulative analyses the effect that human resources works on economic growth.Secondly, the paper gives the positive research about human resources actualities and contribution rate of the human resources capital to economic growth in Xi 'an Development Zone for High-tech Industries (XDZHI). Firstly, it analyzes the status and gross human resources in XDZHI. This part analyzes and evaluates the total amount of employees, the distributing status of employees, status of study abroad returnee and origin of employees in XDZHI. Secondly, according to the sex of employees, the age of employees, the study experience of employees, the title of a technical post of professional technique of employees, the occupation of employees, the situation of employees floating, the paper analyzes the general structure of human resources at the end of 2004 in XDZHI.
