With the change of the pattern of economic development, and the elaboration of Social division of labor, the human resources gradually become the main factors which influencing the economic development, and all kinds of physical capital is no longer the main factor of economic development as in the past. According to the condition of our country, WanJiang area as the only regional development planning with the theme of national industrial transfer so far, it is the key of the development strategy of the central area, and providing resources for the eastern coastal industrial transfer, it is also the important area of economic development in Anhui Province. The human resources of WanJiang area is quite rich, it contains almost half of the population of the whole Anhui Province. It is important to WanJiang area and whole Anhui Province to use the human resources in a right way, and it’s also important to make the full use of the human resources. But there have kinds of problems of human resources development and utilization in the process of economic development in WanJiang area so far, such as human resources quality level is not high, unreasonable industrial structure and age structure, human resource erosion is serious and so on. This make the rich human resources of WanJiang area can’t play its biggest role.Both abroad and at home, the role of human resources in economic development are gradually valued, the related research of scholars are also increasing. Through reading the related research of scholars, this paper analyzes the situation of human resources and economic development of WanJiang area, and using the coupling model to analyze the coupling relationship between the human resources and economic development of the WanJiang area, and get the result that there have interaction, mutual matches, and mutually promotion relationship of the human resources and economic development. Also do a comprehensive analysis between the human resources and economic development. Then exploring the human resources problems in the economic development process of WanJiang area, and seek the new ways to use the human resources in the process of economic development.This paper is divided into six chapters, the first chapter is an introduction of the main concepts of this paper, such as the background, Significance of the study, methods of the research and the ideas of writing this article, and analyze the shortages and innovations. The second chapter is the related research of domestic and foreign, first of all, introduce foreign scholars realized the important role of human resources in the economic development, and human resources are brought into the economic growth model of related research. Then is the literature review of the domestic related research, it is the theoretical basis of this article. The third chapter is the analysis of the circumstances of human resources and economic development, and the content is contain four aspects,the number, the quality, structure and liquidity of human resources. The fourth chapter is the analysis of the coupling relationship between the human resources and economic development of the WanJiang area, through the way which establish building the analysis indicators, collect data, and calculate the degree of coupling. The fifth chapter is an analysis of the problems the human resources and economic development, the analysis is mainly based on the coupling front and the current situation of human resources and economic development to expand the analysis. The sixth chapter is put forward the new ways to use the human resources in the process of economic development. The most important is analyzed the coupling relationship between the human resources and economic development of the WanJiang area.
