As the initiative factors of production in the economic and social activities, human resources is the core driving force and source to enhance labor productivity, facilitate economic restructuring and promote economic growth. Therefore, its importance in economic development has been attached more attention and then to be developed. For a long time, the resource utilization is low, and the level of economic development lags behind in China's underdeveloped areas. One of the most important constraints is the low overall quality of human resources. Therefore, the key of accelerating the development by leaps and bounds in less-developed areas and promoting the strategic implementation of the coordinated development of urban and rural areas is to profoundly develop human resources.As an important part of the economic belt in upper reaches of the Yangtze River and also as an economically less-developed area, various counties and districts of Three Gorges Reservoir Area lag behind in economy and perform weakly in industry due to historical, natural, geographical factors, etc.. Accordingly, Three Gorges Reservoir Area is the most seriously poverty-stricken district in our nation. The fact that its human resource has an immense population base but with several serious problems, such as low in the comprehensive quality, the unreasonable structure and distribution, seriously hindered the coordinated and sustainable development of the reservoir area. Therefore, in order to promote the coordinated development of the reservoir area, we must focus on poor counties. Specifically, it requires to speed up the overall development of human resources and enhance the quality, to gradually transform from development by investment-oriented and resource-consuming path to knowledge-intensive development by relying on human capital, scientific and technological knowledge, and to realize the overall coordinated development of economy, society and human resources, which is also necessary to promote the sustainable development of human capitals, resources and environment.In this background, based on analyzing the state-level poor counties'historical materials and related data and combined with the actual situation of these poor counties in the Three Gorges reservoir area and some existing research results, the study conducts an in-depth research in the situation, existing problems and countermeasures of human resources development in the state-level poor counties of the Three Gorges reservoir area from the angle of economic-social development and human resources development. This article is divided into six parts: first, the introduction part describes the study background, purpose, its significance, and the domestic and international research survey, as well as the scope of the study, its content, specific research ideas and technical routes; the second part focuses on the basic theory of human resource development, including the concepts of human resources, human resources development theory, the theoretical relationship between human resources and counties'economic development, etc.; the third part adopts both the qualitative and quantitative methods to analyze the status of economic and social development of the state-level poor counties in the reservoir area. The results show that there are some problems existing in these poor counties'economic development, such as the small scale, the low level of development, low productivity and the unreasonable structure of industry and weak development of technology, which becomes an important factor constraining the development of human resource; On this basis, the article analyzes the human resources and its development status of the poor counties in the reservoir area from three aspects: human resources'quantity, quality and structure; Through comparison analysis and conclusion, the fourth part obtained that the main issues of the human resources in the poor counties are such problems as the relatively small number of human resources, the low quality, the uncoordinated structure of industry and urban-rural development, and a serious lack of high-level talents. Meanwhile, the main causes for the problems mentioned above include the low level of economic development, the unsound policy system of human resource development and the backward development and management mechanism; According to existing problems and their causes, given the actual situation of the area, Part V proposes the following principles: the focus of human resources development combined with economic development, the coordination of quantity and quality, and both the long-term benefits and short-term benefits. Then, this study puts forward six specific countermeasures for human resource development, such as the strengthening of economic construction, development of education and training, strengthening education and training of farmers, strengthening the training and development of scientific and technological personnel, improving the human resources market and building regional cooperation and development mechanisms. Finally, the main conclusions of this study, its limits and prospects for further research are presented.
