Research On The Fixed Asset Life Cycle Management Of Oil Production Plant

After decades of development and exploration oil production plant has entered thedevelopment mid and late part stage. Along with high annual decline of the oil field, oilproduction plant, as the main body of petroleum industry, accumulated various kinds of assetsin the wake of high investment every year, among them fixed assets is in the majority. Thefixed assets management are beginning to face new requirements of development.This paper, based on the reality of fixed assets management, by describing the basictheory about fixed assets management and analysis the reality of the oil production plant, findthe problems and shortcomings, and study the architecture of the life cycle fixed assetmanagement. Through analysis and demonstration, the first thing is to distinguish correctlyobject with ABC methods. It would be optimize and reorganize the process of fixed assetsmanagement, according to BPR. From the MIS viewpoint, bar coding system would be thesupport system for life cycle fixed assets management. It would be measure the efficiency andthe result of fixed asset supervisory work by setting segmented evaluation criteria andintegrated evaluation criteria and selecting appropriate method. Finally, this paper list somevalid safeguards to assure that the final goal of life cycle fixed assets management are met andimprove fixed assets management level and management quality.
