With the development of the economy, we enter into an era of knowledge economy. Enterprises put more and more emphasis on human resources and talent. With the cost management theory gradually improving and maturing, it’s widely used in the course of the operation of the enterprise, but the cost of human resources management of the enterprise has not been paid enough attention.The research for the cost of human resources management application laid the theoretical foundation for the enterprise cost management and the cost of human resources management has become an integral part of the corporate cost management. It’s difficult for company to measure how to control the cost of human resources and meet the growing needs of existing business functions at the same time.In this paper, we use the actual research method, literature analysis, questionnaire method and expert interviews to conduct research. The basic logic structure is from the general. The specific issuance of the analysis is on the basic theory of the corporate human resource cost management, we selected Shandong Austar Group as a specific case of corporate human resources cost management. By studying the situation and the existing problems of this company, we concluded how to build the system of human resources cost management based on the theory. The main contents include Introduction; basic theory of enterprise cost management and human resource cost management; Shandong Austar Group’s cost management of human resources costs, and ultimately summarized.
