After10years of reform, government procurement in China has generallyimplemented with substantial increasing in size, greatly expanding the scope ofprocurement, and involving more and more people and sections. Of particularconcern is to greatly accelerate government procurement process withinternational standards, and deeply increase in the negotiations on WTO"Government Procurement Agreement (GPA) and international cooperation. Inthis case, Harbin government procurement is facing to international advancedstandards’ reference and gaps of expectation which make a keen sense on manyproblems appearing in government procurement reform process.This article focuses on the process of Harbin government procurementhistory and the evolution on advanced experiences at home and abroad. Based onthe use of game theory in government procurement process, it analyses the statusof Harbin government procurement system and the existing problems and findsthe main problems in the areas of Harbin government procurement process are asthe followings: the issue of avoiding government procurement institution,imperfect building on government procurement institution, weak implementationof government procurement and poor innovation on government procurementsystem. The problems are caused by many reasons, including objective reasons,such as inadequate legal and management systems, and subjective reasons, suchas poor comprehension and enforcement action. After all, the main reason isbecause of weak social basis for the development of government procurement,and the lack of legal and institutionalized preparation.This paper investigates the actual situation of recent years’ Harbingovernment procurement, uses of theoretical and empirical analysis, learns theadvanced experience of developed countries and regions, and puts forwards thestrategies of Harbin government procurement innovation. On the one hand,government procurement agencies and their employees should further establishthe overall awareness, enhance the power of innovation, learn from each other,expand exchanges and cooperation, seriously deal with the problems encounteredin the work, gradually enrich and improve the management and operation institutions, and improve the breadth and depth of government procurement lawsand institutions. On the other hand, grasping the institutions and innovations, itis to break through the bottleneck of government procurement so as to get ahealthy development. No matter how many difficulties and problems it is faced,Harbin government procurement institution is still existing opportunities andchallenges with broad prospects for development. We should seize the keys tosolve critical issues and make scientific guidance to provide a good backgroundand development conditions for the field of government procurement institutionreform and innovation. To maximize creativity and enthusiasm of all sections andemployees of government procurement and relevant units, it can promote thereform of government procurement institution with large-scale development, andcreate a "Sunshine Project" of government procurement.
