The government procurement system is not only a purchasing activity to meet the public demands, but an important tool to improve national science and technology, and to stimulate and support independent innovation as well. This function has been proved by a lot of government practice from developed countries. However, since we lack related government procurement policies to promote independent innovation, the support and influence of government procurement on independent innovation in our country is lag behind. According to the government procurement agreement from WTO, the government purchasing market of China will be completely open to the world in the near future. Therefore, it is necessary and emergent for us to form a relevant government procurement system to encourage and stimulate independent innovation abilities of domestic companies. Based on the paper researches and interviews of some government procurement centers, the thesis analyzes the main problems and reasons of government procurement in upgrading independent innovation abilities, concludes the three most important drives of government procurement to stimulate independent innovation. To solve these problems, the thesis builds a two-phase incentive policy model of government procurement and gives a discriminating purchasing contract incentive strategy by adopting successful overseas government procurement experience and mechanism theories to improve independent innovation. After that, the thesis establishes the performance assessment indexes and methods of independent innovation products in government procurement. Aimed at the supervising problems in government procurement to support independent innovation, the thesis also forms a relatively complete supervision mechanism with multi departments in the whole process. Last but not least, the thesis uses Shanghai government procurement as an example to provide several proposals of improving supervision actions in mainly support industries.The thesis includes six chapters, and the main contents in each are as follows:Chapter one mainly introduces the cause of the study, the meaning of the study, literature review, study methods, study route, the structure and innovation points of the thesis.Chapter two summarizes related literatures on government procurement and independent innovation. By comparing with other countries'present studies, the chapter points out the deficiency of our domestic studies and defines the theme of the thesis.Chapter three introduces the current situation of our government procurement and independent innovation activities, and analyzes the main problems and drawbacks of government procurement in advancing independent innovation.Chapter four establishes a two-phase government procurement incentive model, and discusses detailed strategies and suggestions to stimulate independent innovation in different ways.Chapter five forms the performance assessment and supervision mechanisms of government procurement to encourage and support independent innovation.Chapter six summarizes the main study productions and limitations of the thesis, and gives suggestions of further study in the future.Main innovations of the thesis:(1) Refine and conclude the main characteristics and problems of government procurement in promoting independent innovation in China, which builds a solid foundation for making mechanism correspondingly.(2) Develop a two-phase incentive model according to current situation of our country, to quantitatively analyze the effects of the government procurement incentive contract on independent innovation.(3) Bring forward government procurement strategies to stimulate and support independent innovation in three ways, which are incentive mechanism, assessment mechanism and supervision mechanism.
