Finance is the core of the modern economy. It is not only an important tool for the country to carry out macroeconomic regulation and resource allocation, but also a very important force for promoting modern economic and social development.Commercial banks, especially China's state-owned commercial banks,as a major carrier to maintain the security and stability of the financial order, are also related to the normal operation of social development and market economy. While pursuing economic benefits, commercial banks must also fulfill relevant social responsibilities. In other words,state-owned commercial banks must not only achieve healthy and stable development, but also maintain the normal operation of the economy and society. They should also implement relevant policies to help achieve the country's economic and social development goals. The two aims are the same in preventing financial risks, maintaining financial security and ensuring effective financial security. Both of them complement each other and make progress together. One of the reasons for the outbreak of the global financial crisis in 2008 was the lack of social responsibility of some commercial banks. In this regard, this paper intends to conduct an in-depth study on the issues of fulfilling relevant social responsibilities of state-owned commercial banks in China. On the basis of reviewing the relevant documents of commercial banks in fulfilling social responsibility, this paper constructs a research framework, expounds the status quo of commercial banks fulfilling their social responsibilities, analyzes the existing problems and causes, and puts forward specific countermeasures for the status quo and problems of commercial banks in fulfilling their social responsibilities. This paper contains five parts: The first part mainly expounds the research background and research significance of this topic, and summarizes the research on this issue at home and abroad, and puts forward the main research contents and methods of this paper. The second part is the concept and basic theory. This part discusses the conceptual meanings aiming at different definitions and researches of social responsibility by different scholars, and discusses the theoretical basis in this paper. The third part is about the status quo and problems of state-owned commercial banks in fulfilling their social responsibilities.Analysis of the status quo lays the foundation for finding relevant problems. The fourth part is the case analysis of the state-owned commercial banks fulfilling their social responsibilities, taking the Industrial and Commercial Bank of China, one of the state-owned commercial banks,as an example. The fifth part is the policy suggestions for the state-owned commercial banks to fulfill their social responsibilities. It puts forward that the government and the banks should play a role together to fulfill their social responsibilities. The sixth part is the conclusion and outlook. This section provides an overview and summary of the paper, and combines the results of the analysis to develop a vision for development. The conclusion of this paper is that commercial banks' fulfillment of social responsibilities is a fundamental requirement of China's economic and social development in the new stage. It not only contributes to the development of economic and social and government functions, but also contributes to the development of state-owned commercial banks.Commercial banks fulfill their obligations and social responsibilities through financial security education, establishing employee care system, participating in charitable activities, developing green credit, and fulfilling their social responsibility to customers, employees, peers and other stakeholders.
