Based on China's particular economic development path,the structure of its banking system is more complex than those of the western economic societies.State-owned commercial banks as a unique banking system of China,have absolute controls in the operation of the social economy and play a dominant role in the reconfiguration process of the country's economic resources out of their large scales and nature of being statecontrolled,thus their operational status is deeply influential to a full range of economic activities and social development.Nowadays,after experiencing a continuous highspeed development,China's economy is stepping into a medium-and-slow paced “new normal” phase characterized by structural adjustment,it has become consensus that commercial banks should play a better role in economy leveraging and bearing more social responsibilities.Due to historical and policy reasons,state-owned commercial banks are more oriented towards the public than other commercial banks as they are not only required to shoulder the due responsibility of a commercial bank but also play a greater role in policy guidance.In recent years,as China's economic reform deepens,negative news and reports about state-owned commercial banks' fulfillment of social responsibilities continue attracting social attention.Such phenomenon has put these banks into a predicament where require them to trade part of their corporate interests for heavier social responsibilities on the one hand and as an economic market player,cope with big challenges lying in its business development posed by the revolutionary economic environment on the other.This essay suggests the key methods of lifting state-owned commercial banks out of their dilemma which are giving them a clearlydefined scope of social responsibility,diagnosing cause of the current problems and accordingly to work out targeted solutions.The research findings in this essay show that the embarrassed situation of state-owned commercial banks in dealing with their social responsibilities are caused by underdeveloped internal management concepts and unsound external supervisory environment.Therefore,to solve the problem,it is suggested to take a two-pronged approach,which is changing internal management concepts and improving external supervisory environments by establishing an effective internal assessment system which encourages voluntary duty performance,as well as effective external incentive and supervisory mechanism which control and balance the profit-seeking activities of state-owned commercial banks.Starting from the social responsibility of state-owned commercial banks,with a basis on theoretical analysis,the essay includes five chapters.By taking the internal management assessment system of social responsibility for state-owned commercial banks as an example,this article conducts a thorough analysis on the main achievements and problems of these banks when they fulfill their social responsibilities and proposes targeted advices.The first chapter gives an introduction of the research background,objectives,approaches and innovative points along with an overview of the theoretical research from home and abroad.The second chapter explains and differentiates core theories concerning state-owned commercial banks' performance of social responsibility while clearly defining corporate profit-seeking and policy guidance as two core duties of state-owned commercial banks in the “new normal” period.The third chapter elaborates on the development and status quo of state-owned commercial banks' social responsibility and analyzes the particular situation such banks are put in while performing their social responsibility in the “new normal” period,points out the problems they may encounter during social responsibility fulfillment at the particular time and the reasons behind.The fourth chapter takes the social responsibility performance assessment system of state-owned commercial bank A as an example and analyzes the specific measures adopted and their results.The fifth chapter provides reasonable solutions and suggestions for the problem under research.
