The Research On Industry Policy Of New Energy Industry In Su-tong Science Technology Park

Behind the rapid economic development is the high energyconsumption, low energy level of development, low energy efficiency, tobecome China’s energy production and consumption in the two shortboard, obviously not conducive to social and economic development.Today, countries around the world, including China, are actively seekingand exploring the development of new energy sources, the developmentof new energy industry as an important strategic target countries, andhave launched a related policies to support the development of newenergy industries.Nantong City, Su Tong Technology Industrial Park development ofnew energy industry to meet the requirements of national energy strategy,the park is located in the economically developed Yangtze River Deltaregion, concentration of resources, the development of new energyindustry has some advantages. But because the park was establishedshort, relatively weak industrial base, high-tech industrial development inexperience in the practice also encountered some difficulties andproblems. In this paper, Su Tong Technology Industrial Park, the newenergy industry as the research object, the integrated use of the researchliterature, qualitative analysis, comparative analysis method, SWOTanalysis, starting from the perspective of public policy, industrial policythrough research, a comprehensive analysis of the development of newenergy industry the problem, to promote the development of new energyindustry parks provide policy recommendations.This paper first reviews the theory of new energy and new energypolicies, and on this basis for the development of the Su-Tong Scienceand Technology Industrial Park and the park’s new energy industryresearch and analysis conducted; secondly discusses Su TongTechnology Industrial Park in New energy industry development andindustrial policy practices and the causes of the problems. New Energyand Industrial Policy of the Soviet Union through the park there are:industry development plan is not comprehensive, public support servicesimperfect, preferential policies, such as the lack of specific issues. Itscause is due to the Government’s new energy industry parks have limitedknowledge, access to information is not comprehensive; existing localeconomy and industrial structure is not yet match the new energyindustry; and relevant preferential policies without integration can not beachieved guiding role; Finally in comparison after analyzing the domestic and international experience in the development of new energypolicies, Su Tong Technology industrial Park proposed severalsuggestions to improve the existing new energy industry policies: thefirst is to strengthen the new energy industry research to improve theindustrial planning. Second, supporting measures to accelerate thedevelopment of new energy industry policies. The third is to integrate andstrengthen, including tax concessions, financial support and incentives,including a variety of supportive policies targeted to increase preferential.
