With the introduction of the national real estate control policies, competitionamong construction enterprises is increasingly fierce. Low-cost strategy becomes theinevitable choice of construction enterprises. In the construction project cost, buildingMaterial costs account for60%-70%, the quality of the material determines the qualityof the project, delivery of materials affect the duration of construction, materials has animportant role on project quality and cost and duration. Therefore, materialprocurement management is the key to control of construction enterprises. The supplychain management theory belongs to industrial engineering is used into buildingmaterials procurement management of construction enterprises from the classificationof building materials to the choice of materials suppliers and final establishing anincentive and supervisory mechanisms for suppliers.First of all,two dimensions of materials supply market complexity and materialsimportance build the construction material positioning model, with the constructionmaterial positioning model, the variety of materials is divided into strategic materials,critical materials, general materials, bottlenecks material. Construction companiespurchasing department makes clear to control the important material.Secondly,seven aspects establish evaluation index system that material quality,material costs, supply capacity and flexibility, service levels, closely degrees corporatereputation, network information level. The right supplier is selected with BP neuralnetwork model that index system, to ensure the orderly conduct of procurementactivities. At last, on the base of principal-agent model adding supervisory signal, establishincentives and supervision the principal–agent model, propose the way to designincentives and incentives for suppliers ways providing guarantees for the ongoingprocurement activities...
