With the rapid economic growth, the income gap between Chinese residents tocontinue to change, the development has now become the focus of attention. Throughthe study of literature shows that the current domestic and international research on theincome gap is relatively mature, foreign scholars from the causes and the correspondingcountermeasures to make a study of domestic scholars mainly analyzes the causes of theincome gap. Domestic research studies are still scarce in a region or the whole countryfor the study to a specific city empirical analysis.Taking the income gap in Yulin of Shaanxi Province, a special resource-based cityas the research object,combing the income gap between urban residents, and learningfrom the study of academic achievement at home and aboard, this paper analyzes theincome gap between residents in Yulin City,on the basis of theanalysis on relevantincome gap data and modeling,it draws a conclusion about the wider and widerincome gap in Yuln City, finding out the impact factorsof income gap are:administrative management fees in fiscal expenditure, the unreasonable expenditure onscientific research,spending of socialculture and education, increased investment inindividual economy, increased per capita of GDP, and increased workers’ wages.The presence of other factors that can inhibit the increase of income are: increasedeconomic constructioninvestment of finance the construction, especially state-ownedeconomy and the collective economy; raised taxes and increased spending on socialsecurity.Accordingly, the paper proposes some specific recommendations: Firstly,accelerate rural economic development; secondly, break the limitation of household registration system, to achieving the integration of urban and rural areas; Thirdly,strengthen regional coordination to achieve balanced development; What’s more,improve transfer payment system of government, strengthen support efforts to theunderdeveloped areas and low-income groups;Then, improve the social securitysystemactively, pay more effort to social investment in poverty; and develop theeducationvigorously, allocate educational resources rationally; Last but notleast,improve tax collection and strengthen tax supervision.
