Along with reforms in HRM of modern enterprises, Chinese enterprises and relatedauthorities have generally recognized the significance of performance management as ameans and tool in modern human resources management and an influential factor oncomprehensive competitiveness. However, lagging operations and practices lead to poorresults in present performance management. Thus, it is of great theoretical and realisticsignificance to handle correctly existing problems of performance management anddesign and establish a practical and suitable performance management system based ondifferent and respective characteristics.This thesis studied performance management of Huai’an Housing OwnershipRegistration and Transaction Management Center based on related modern theories ofperformance management and necessary empirical analyses, carried out an in-depthdiscussion and analysis of the practical problems of the Center, and put forward apractical performance management system taking advantage of current advancedperformance management theories, aiming to promote employees’ enthusiasm and theenterprise’s comprehensive competitiveness with a more reasonable and fair assessmentsystem.. Analysis in this thesis found that there still exists many defects in formeroperations of the Center, for example, narrowly defined performance assessment, onesingle assessment method, long assessment periods, invalid feedback andcommunication, inability to embody the enterprise’s strategic intent, failure to use fullythe assessment results, inadequate correlation between performance assessment andinformation management, etc. Only when performance management is regarded as asystematical project, could the efficiency be rasied. This thesis offers solutions toexisting problems by designing a performance management system including assessment indexes, assessment processes, assessment methods, assessment subjectsand scoring methods. Afterwards the thesis discussed the operation details andevaluation, involving organizational construction, evaluation period and feedback,application of evaluation results, influential factors of evaluation effects, assurancemeasures and operation effects, and feasibility and effectiveness of this performancemanagement system are thus guaranteed.
