Jieyang Sencond Water Utility is an affiliated enterprise of Jieyang Water Authority.It is a public business enterprise responsible for the water supply of new areas of Jieyang.Since its foundation of 1993, the staff has been increasing steadily while its water supply stays in small scale.Due to the lack of sense of crisis and competition and systematic performance evaluation, it has been carrying out egalitarian practice of "everybody eating from the same big pot" and is now running on liabilities.As the reform of integrated Water Resources Management undergoes, the water utility is rid of regional monopoly and under increasing pressure of market competition.How to break from the obsolete operating mode and enhance the management efficiency is an urgent task facing the executive level of the company.However, the running human resources management lags behind the development need of the company, esp. the lack of efficient evaluation and inspiration system leading to a setback of the staff's enthusiasm for work and brain drain.Therefore, reform of the company's human resources management is now imperative.With the coming of knowledge economy and the exacerbation of market competition, the competitiveness of an enterprise is more and more closely related to"person". As the internal management of a company depends on human resources management to reach its goal and increase productivity, efficient evaluation management is the key to improve human quality.This article gives a thorough study and research of the evaluation situation of Jieyang Second Water Utility and points out five problems as follows:1. Absence of scientific post norms of behavior.2. Vague evaluation standard leading to lack of scientific indicators.3. Inaccurate feedback of evaluation of staff members.4. Outcome of evaluation not being accessed in areas of staff members'promotion, mobilization and pay rise.In this article, the author will, according to the real situation of the nature of posts of Jieyang Second Water Utility, reconstruct the Performance Assessment System, integrating 360°performance assessment, target management and key performance indicator management.
