Since the chemical weapons convention come into force, which occurred16years ago, its global implementary performance has progressed smoothly, while thesituation in China has also achieved remarkable improvement. All the enterprisesannounced all sorts of data on time, and China has passed international inspectors260times. No enterprises appeared serious regulation violating phenomenon. However,the organization for the prohibition of chemical weapons (OPCW) put their emphasison the industrial facilities monitoring. The international verification has become morefrequent and strict, and the monitoring methods also diversified. Because the majorityof the OPCW in Tianjin are small and medium-sized chemical enterprises, whichlocated in the remote area and managed extensive, and the staff members’ quality arenot high, Tianjin industrial performance will be more arduous. The OPCWmanagement officers in the government are mostly part-time, so it’s difficult for themto finish the work perfectly. So the enterprises exist a big supervision risk.Firstly, this thesis analyzes the management status and defects of the chemicalweapons convention enterprises in Tianjin,and finds the reasons for the increasing ofthe supervision risk, then gives the potential sorts of regulatory risks. Secondly, thisthesis discusses the key factors that have effects on the risk. After giving therelationship between the risk factors and the risk evaluation, the thesis use AHPmethod to build an assessment model to measure the risk rank of the enterprises.Finally, the thesis discusses how to lower down the risk of the enterprise supervision.Through the analysis of the OPCW enterprises in Tianjin, this thesis evaluatessupervision risk and makes the risk into different grades. The thesis provides theenterprises in different risk grades with different supervision strategy, which canregulate their behavior and prevent their violation. All the work will not only ensurethe performance of Tianjin smoothly, but also can provide a lot of experience to otherprovinces and cities in China.
