Study On Food Safety Supervision Mode From The Perspective Of Socical Co-governance

As a major issue of social livelihood and public safety,food safety concerns the interests of the people and the long-term stability of society.For many years,Chinese government and academia have been exploring and improving effective ways of food safety supervision and have been promoting the continuous reform and innovation of food safety supervision mode.The newly revised Food Safety Law in 2015 clearly stipulates that the principle of social co-governance shall be implemented in the work of food safety.Under such a background,this thesis studies the food safety supervision mode from the perspective of social co-governance and takes Lianjiang City,the first pilot unit of establishing food safety demonstration counties in Guangdong Province,as an example,in order to solve the problems existing in food safety supervision such as the single mode of government supervision,poor sense of responsibility of enterprises,low willingness of public to safeguard their rights,weak participation of social organizations,opaque supervision and quality information and poor applicability of laws and regulations.This thesis defines the relevant concepts of food safety first,then introduces the perspective of social co-governance theory.Based on the first-hand data and materials obtained by the author during the work of grass-roots food supervision,this thesis analyzes the current situation and the existing problems of food safety supervision mode in Lianjiang City,analyzes the causes of the problems and elaborates the case studies and experience of Huaian City,Jiangsu Province,Jiaxing City,Zhejiang Province,Foshan City,Guangdong Province and so on.Finally,from the three dimensions of building a multi-subject structure,strengthening the information disclosure and strengthening the legal protection,the thesis puts forward countermeasures and suggestions to improve the food safety supervision mode.The conclusions of this thesis are as follows:Firstly,the premise of social co-governance of food safety lies in the participation of multi-subject.The government should change the concept of supervision,promote the innovation of supervision mode through the innovation of governance body,give full play to the leading role of social co-governance,empower the market and social subjects by strengthening the mechanism design of incentive mechanism,public participation mechanism,industry self-discipline mechanism and other mechanisms and build a multi-subject structure of sharing benefits and responsibilities.Secondly,reducing the information asymmetry in the food trading market is the key to solving the problems of food safety,and thus we need to improve the information disclosure mechanism,establish a unified information platform,promote the information sharing among various governance bodies and provide information basis for optimizing the decision-,making of food safety.Finally,a sound legal and regulatory system is an important guarantee for food safety supervision.We should speed up the legal system construction,improve the legal system,clarify the boundaries of power and responsibility of the governance body and ensure the orderly operation of the multi-subject co-governance structure with a strict legal network of food safety.
