Food safety is a measure of the quality of people’s life, social ethic level and thenational legal system construction, which has great impact on harmony and stabilityof the normal development of the economy and society. In recent years, China’s foodsecurity situation is grim. Frequent food safety incidents not only seriously threatenpeople’s life and health but also greatly affect the country’s economic development,political and social stability. The public governance theory is one of the most populartheories in western modern academia. The failure of government’s supervision onfood market and its own defects, have drove the need on public governance theory.As catering industry develops relatively rapidly in Quanzhou, there are manychallenges facing its supervision on catering and food safety, such as a large numberof enterprises which small scale and chaos channel, unbalance of catering personnelskills and ethic level. How to improve the efficiency of regulation is an issue thatneeds to be resolved urgently.This paper tries to clarify the concept of food safety, in the public governancetheory premise, analyzes the problem and the root cause of the catering industry ofQuanzhou City Food Safety Supervision, researches on food safety supervision modeof domestic and foreign catering industry and summarizes the good experience. Fromwhich Quanzhou City food safety supervision can get beneficial inspiration. From theview of public governance perspective, combined with the actual situation ofQuanzhou City as well as the author’s own work experience, the paper puts forwardfour measures to guarantee the safety of catering industry in Quanzhou City, whichincludes the following: establishment of a multi-party supervision mechanismdominated mainly by government; establishment of the market supervisionmechanism which operators are taking the main responsibility; establishment a safetysupervision system in which citizens are involved in orderly participation; theestablishment of a cooperation platform that need involvement from food, safety andsupervision in catering industry.
