A Study Of Agricultural Insurance Development On The Increase Of Farmers’ Income In Xinjiang Province

"Three rural problems” has always been one of the important issues of the CPCcentral committee, despite the different emphases annually, the No.1files of CPCcentral committee on the "three rural problems" is clearly put forward to strengthenthe development of agriculture, unceasingly to raise the income level of farmers, toimprove the livelihood of Chinese people, and to promote the development of ruraleconomy. The12th five-year plan indicates that Chinese government is committed tostabilizing people’s incomes, maintain the stable development of agriculture andstrengthen the support of agriculture.With the support of relevant favorable policies, the agricultural got rapiddeveloped in Xinjiang, farmers’ income had already got raised a great deal. There aremany ways to increase farmers’ incomes, the support of agricultural insurance is oneof the most important ways.Agricultural insurance, government assistance and socialdonation are three means to manage and fight against agricultural risks, andagricultural insurance is the best way to share the loss, pass on risks, it has become thepatron saint of farmers’ incomes.This paper, based on both domestic and foreign researches, first of all, analyzesthe current situation of agricultural insurance development, the present situation offarmers’ incomes in xinjiang, then puts forward how to use agricultural insurance toresolve the problems existing in the improvement of farmers’ incomes. The thirdchapter is about the domestic links between agricultural insurance development andfarmers’ incomes. The fifth chapter combines the analysis of the four chapters above,proposes suggestions on how to improve the farmers’ income related to thedevelopment of agricultural insurance and make the agricultural insurance furthersupport the development of xinjiang agricultural and increase the farmers’ income.
