| With the impact of the financial crisis, the export-oriented economic development structure has been unable to support the sustainable development of China’s economy, stimulating domestic demand has become the focus of attention at home and abroad. Urban residents enjoy a perfect social security system, and enjoy the development consumption stage, at the same time, the construction of social security in rural areas has just started, consumption level and consumption structure has improved, but is relatively low and unreasonable. Meanwhile, accompanied by a high rate of savings,long term lack of social security and the state finance in rural areas, make farmers too worry about the future, then forming a cautious way of consumption. Based on the Market saturation and low consumption of urban residents, stimulate the consumption of farmers has become the main way of economic development in China at present and in the future.Among the projects in rural social security system, The new rural endowment insurance is the most important one, its development and improvement can stabilize farmers’ old expectations, increase consumption. So To study the relationship between the new rural endowment insurance and the consumption of rural residents, can improve the rural social security construction and stimulate the consumption of farmers, it has great practical significance to promote the sustainable development of economy.This paper first introduces the current situation of new rural endowment insurance. The trial began in2009and has taken hold quickly, covering the whole country in Less than four years. In the meantime, the consumption of rural residents is growing more slowly than income growth. It is negatively related to the propensity to consume and income. Pay attention to the new rural endowment insurance and rural residents consumption, I found that there is a special change in2009. Then, in this paper, I analysis the way that the new rural endowment insurance how to effect on income distribution, income of rural residents, expected to explore and stability of the consumer expectations. First, the basic pension of the new rural endowment insurance is a kind of permanent income and disposable income for rural residents, it can promote consumption by increasing income; secondly, the new rural endowment insurance is a kind of social security, adjustment income gap between rural residents through the effect of income distribution, rise the overall consumption demand; at last, the new rural endowment insurance can improve farmers’ expectations for the future, make them less savings and increasing consumption.After a simple analysis on consumption effect on the new rural endowment insurance, this paper selects the per capita income, the per capita expenditure, the Pension security level of new rural endowment insurance, and coverage rate and per capita medical expenditure as the dependent variable. The consumer price index as the per capita.consumption expenditure of rural residents as the control variables and dependent variables. Application of30provinces and cities nationwide (with the exception of Tianjin city)2010-2012panel data, analysis of the effect of new rural endowment insurance in China impact on consumption of rural residents. They arrived at a conclusion that the new rural endowment insurance has some influence on the consumption of rural residents, but there is no significant effect between then.Finally, in the basis of theoretical and empirical analysis, relevant suggestions on consummate the new rural endowment insurance and promoting the consumption of rural residents has given. Including increasing farmers’ income to ensure farmers paying capacity; strengthen the new rural endowment insurance effect on income distribution, narrowing the Rural residents’ income gap, improve the consumption and clarify the responsibility of the government, to ensure the sustainable development of new rural endowment insurance and farmers’ consumption expectation. |
