The appearing of private higher education breaks the domination of higher education,enriches the supply mechanism of higher education to meet the needs of people to receive highereducation, not only increasing the opportunities for further education, but also improvingeducation resource utilization efficiency, reducing public finance burden and creating financialcontributions and other aspects also playing a positive role. However, from the emergence ofprivate higher education, it is facing an awkward position that it is an educational organizationoutside the traditional system of social public higher education generally considered lower thanpublic office. Thus this brings a series of difficulties and problems, including social and privatecolleges count on its own short, weak teachers, shortage of funds, and other laws and regulationsare inadequate.Private higher education and public higher education with the same quasi-public nature andpositive externalities and public office should get the same financial support of higher education.Starting from the fairness of education, the development of private higher education needsfinancial support. Based on obtained from the interests and ability to pay for the educationcost-sharing principle theoretical analysis, private higher education also needs to bear some ofthe government funding for education. At the same time, because private higher education withpublic welfare has contributed more greatly, so that the study of public financial support forprivate higher education is very meaningful.This paper discussed the necessity and feasibility of financial support for private highereducation, combining with the case of Guangzhou K College and the examples of United States,Japan and developed countries private financial support, constructed the fiscal expenditurepolicy from funding body to implementation ways and safeguard mechanisms, and tax reliefbased indirect financial assistance policy, in order to reflect fairness and the role of thegovernment for education more with less return leverage.
