Because of China’s tobacco monopolization and the particularity of tobacco products,its production, prices and marketing are subject to national planning and controlling. Theindustrial enterprises, commercial enterprises and retail terminals are main bodies of theindustry and their coordination concerns the industry development on the basis of theexisting system. Improving coordination of the enterprises, commercial enterprises andretail terminals can not only reduce the system cost and transaction costs, but alsoadvance the industry overall competitiveness.On the basis of the field research and the existing literatures, the thesis studies thecurrent coordination of the enterprises, commercial enterprises and retail terminals andbrings up some thoughts of promotion the industry coordination. Firstly, the thesisillustrates the background and significances of the research and regularizes correlativedocuments from the perspectives of the theoretical basis and industry development. Thenit analyzes the evolution process of industrial enterprises and commercial enterprises, andillustrates the importance of the tobacco industry coordinated development in terms oftransaction costs, resource allocation and industry competitiveness, and studies thecharacteristics of the industry coordinated development. Thirdly, the thesis discusses theproblems and difficulties of tobacco industry coordinated development from the aspects ofsystem problem, industry main bodies’ problem and construction of talent team problem.Fourthly, taking Zhong Hua cigarette as an example, the article analyzes the coordinateddevelopment of Shanghai Tobacco (Groups) Corp. and the commercial enterprises andretail terminals. Finally, on the basis of the problems and difficulties, this thesis attemptsto put forward an industry collaborative framework including logistics collaboration,information collaboration, marketing collaboration, team and talent building and the fiscaland taxation policy changes.
