The18th CPC National Congress report points out, China is vigorously pushingforward the construction of new urbanization, improving governmental services andcoordination mechanisms, building cities that are livable and harmonious, activelybuilding smart cities based on digital city technologies. The implementation of suchurbanization strategy has brought new challenges and of course new opportunities alsoon the researches on city operational management and city operation signs evaluationsystem. Using city operation signs can effectively get a comprehensive monitoring ofthe city management objects, like checking a physical examination table for cityoperation. It helps dig the inherent law of city development, enhance the city’soperational efficiency and people’s decision making power, further improve the city’ssoft power and competitiveness, finally create harmonious society in harmoniouscities. Based on the above, this paper has its scientific significance and meets solidpractical needs.Centered around the city operation signs index system and its evaluationmethods, the research content of this paper includes:1. summarized and partlyimproved the city operation signs index evaluation system based on top-level design;2. the index system were grouped and refined to form city operation signs;3. based onexpert system model and AHP, effectively demonstrated and evaluated city operationsituation in3major respects such as city infrastructure, public service and emergencyresponse;4. conducted block empirical evaluation and comprehensive evaluation on4major cities such as Beijing, Shanghai, Guangzhou and Shenzhen, rather detailedcomparison analyses and researches were carried out. As in city infrastructure, theranking of a healthy city operation sign from top to bottom is Shanghai, Shenzhen,Guangzhou and Beijing; in city public services, Shanghai, Beijing, Shenzhen andGuangzhou; in city emergency response, Shanghai, Guangzhou, Shenzhen andBeijing; and the result of a comprehensive index evaluation is Shanghai, Shenzhen,Guangzhou and Beijing.Finally, to improve the frame of the city operation sign index system, GIStechnology was applied to establish a city operation management platform, designedand developed by software engineering methods, in order to conduct effectiveanalytic management on information related to public objects and personnel. The system is divided into3modules such as real-time monitoring, information statisticsand emergency treatment, always paying attention to the city information hotspotsconcerned by the city dwellers such as traffic situation, air quality and weather status,etc. The real-time monitoring module masters the health status of the city timely,analyses are conducted on comprehensive and multi-dimensional monitoring indicators,in order to share information with the citizens timely, also provide city real-time andwarning information for the public. The information statistics module has amacro-control of statistical data such as the city’s economy, population, and industrialstructure. Through visual analysis in a visual manner, we could learn about the city’sdevelopment status and existing problems, thereby providing a strong basis for furtheroptimization of urban resources and increasing economic growth. The emergencytreatment module fast reacts to the emergencies happening in the city, providesaccurate positioning on the incident area and fast search, integrates urban resources,conducts scientific analysis and decision making, timely and reasonably tacklesincidents, protects people’s life and property safety. Each functional module has clearlayers, which can be used for monitoring alert, scientific analysis and objectiveevaluation of city operation, and effectively assists scientific decision making atgovernmental management level.
