Since the entry into WTO, China has seen rapid growth in foreign trade. It isbecoming a key issue as to how Customs, as a supervising authority across theborder, plays a positive and efficient role and safeguard the border as well under thebackground of economic globalization and booming international trade. CurrentlyCredit Management System has been established in the aim to solving the problemsof insufficient Customs supervising resources so as to put limited manpower andfinancial resources to enhance the supervision of the supervised. It is not only a needfor Customs’ self-development, but also a need to participate in the construction ofsocial creditworthiness. However, the growing imports&experts and complicatingtrade environment have constantly challenged the current Customs CreditManagement System. Failure to cope with the emerging problems may lead to theslack performance of the Customs Administrative functions and may also affect thedevelopment pace of the international trade.Chongqing is currently devoted to becoming an inland open highland.Therefore this Paper analyses the status quo and existing problems of the CustomsCredit Management System, taking that of Chongqing Customs as a study subject byutilizing the methodology of questionnaire investigation, literature study andcomparison analysis.It shows through careful studies that various conflicts have occurred in theCustoms Credit Management System along with the expansion of the Customsfunctions. Those conflicts include inconsistency of law enforcement, theirregularities of information made public, low efficiency of ports clearance and lackof credit awareness. The reasons of those phenomena are rooted from the currentlaws and regulations, administrative system, the relationship between Customs andenterprises and the enterprises themselves etc.The author thinks that the improvement of the Customs Credit ManagementSystem needs the co-efforts of Customs, port administration and the enterprisesthemselves. By drawing on the matured experience of international AEO(Authorized Economic Operator) systems, we should establish and perfect theoperation of system, improve the information collecting mechanism,strengthen thecooperation of customs and related enterprises, coordinate all related government authorities, so as to achieve the targets of both convenience and safety ofinternational trade.
