The Mechanism Construction Of The Customs Cooperation Between The Member States Of SCO

With the economic globalization and regional integration, economic cooperation and trade exchanges have become the main purpose of international customs cooperation as a base of trade and economic cooperation between countries. The customs cooperation achieved trade liberalization, simplified customs procedures, reducing customs costs and increased trade efficiency, whose importance is becoming increasingly prominent. Shanghai Cooperation Organization as an emerging regional organizations advocated by China which is also the largest regional multilateral cooperation of the Eurasian continent and the most active regional organizations. The Customs cooperation of SCO will contribute to achieve economic development and political security. Since the Shanghai Cooperation Organization was founded in 2001, Customs as one of infrastructure of international cooperation, the customs cooperation is conducive to the regional development and integration process of the Organization. Yet, in the early establishment of Shanghai Cooperation Organization, There is a certain customs cooperation mechanism unreasonable, to be further improved. The first part of the article describes the Shanghai Cooperation Organization member countries of the customs legislation and the differences of the member countries (mainly China, Russia and Kazakhstan) of the customs laws and regulations. The second part of the article described the initial results of customs co-operation, which including the customs agencies and the Bilateral or multilateral customs agreements. In this part, we also analyzed the various factors to restrict the Shanghai Cooperation Organization customs cooperation, In order to provide a theoretical base to construct the Customs Cooperation mechanism. The third part, we Stress the urgency and necessity of the Customs Co-operation, Through analysis of the Customs Co-operation on the impact of the Shanghai Cooperation Organization. The last part is the most important, which focused on putting forward constructive views of the Customs Co-operation mechanism and analyzing the Priority areas of cooperation, Specific mode of cooperation, how to set up Cooperation agencies, etc, so that we must continuously improve the Customs Co-operation mechanism.
