Research On The Construction Of Strategic Cooperation Relationship Between Service Customs And Enterprises Under AEO System

With the continuous expansion of mutual recognition and cooperation in the field of global economic and trade,trade facilitation and trade security have gradually become the focus of global trade concern.In June 2005,The Framework of Standards for Global Trade Security and Facilitation,initiated by the World Customs Organization(WCO),introduces the AEO(Authorized Economic operator system to build a strategic partnership between service customs and the business community.In recent years,the Chinese government has actively promoted the research and practice of the AEO system,and promulgated the Interim measures on the Credit Management of Customs Enterprises.“actively developing mutual recognition and cooperation with other countries in AEO,promoting the process of customs modernization reform in China,enabling more and more AEO enterprises to obtain a number of customs clearance facilities and reducing trade costs.“ however,due to the legal environment,Due to the influence of port management system,certification technology and talents,there are still some difficulties in the implementation of AEO system in our country,and the cognition and recognition of AEO by enterprises need to be improved.This paper explores the great significance of the implementation of the AEO system to the customs and enterprises of our country,and by summing up the advanced implementation experiences of other countries,In the Chinese context,to explore ways to speed up the process of China's AEO system.First of all,it expounds the specific contents of trade facilitation and AEO system,compares the implementation status and differences between the world and China's AEO system,summarizes the excellent experiences and practices of various countries,and lays a foundation for the development of China's AEO system.This paper analyzesthe positive influence of the implementation of China's AEO system on the construction of service-oriented customs and the strategic cooperation between customs and enterprises,and probes into the necessity of implementing the AEO system in China under the current international trade situation.This paper analyzes the difficulties and problems in implementing the AEO system in our country at present,and tries to find out some measures to provide the scheme and suggestions for the implementation of the AEO system in our country.
