It puts forward to insist onadvance prevention and intermediate process control mainly, and remedialsupplemented, responsibility for the implementation of risk prevention andcontrol, the establishment the general idea of risk identification, risk analysis,risk prevention and the risk management system, and proposes reconstructionprinciple of contract risk prevention and control system.It distinguishes riskmanagement and legal risk by the contract risk categories, and accordinglydesigns the different risk prevention and control measures, with the riskmanagement of contract classifying five categories of the risk of organizationstructure, the risk of human resources, risk of contract management system, the risk of contract management program and the risk of information systems, and,legal risk classifying four categories of the contract risk, the risk of thecontract parties, the risk of the contract text and the risk of contract performance.It points out that some protection measures, such as insisting on promotingcontract information management, strengthening the collaboration of the relevantadministrative departments, establishing a sound contract managementevaluation system, strengthening the audit and monitoring for the effectivenessof management contract, strengthening the safeguards and basic work of thesystem construction and other measures, should be carried out to ensure theeffective implementation of the contract risk prevention and control system.The targets of the research for contract risk prevention and control systemare to provide the valuable guidance in Daqing oil field and to play a reference inother oil field.
