Under the background of economic globalization, the innovation and developmentof any industry has become open, integration into the global value chain and takingthe road of open innovation have become an important way to improve industrialcompetitiveness. In recent years, as a key high-tech industry, Chinese manufacture ofcommunication equipment focuses on technological innovation. Under the leadership ofHuawei, ZTE and other leading enterprises, the international R&D activity and the entry offoreign capital gradually increase, which raises the international status of Chinesemanufacture of communication equipment.Under this background, the paper firstly reviews the open innovation and innovationinternationalization theory, and based on these, connotation of industrial innovationinternationalization and innovation main bodies are analyzed. Then, the internationalizationoperation mode of industrial innovation system is illustrated from two anglesincluding international flow of resource elements and the internationalization behavior ofinnovation subject. We focus on driving factors and the main path of the innovationinternationalization of Chinese manufacture of communication equipment. Furthermore,based on the evaluation system of high-tech industry innovation internationalization, thepaper tries to establish the evaluation system of Chinese manufacture of communicationequipment’s innovation internationalization. By using the AHP analytic hierarchy processto determine the index weight, the innovation internationalization of Chinese manufactureof communication equipment is researched in recent17years, in view of relevant statisticaldata of1996-2012years. Finally, according to the above research results, thecorresponding policy recommendations are put forward in the paper.
