So it is important to promote industrial upgrading and the economic development through innovation. Under the background of economy and society, research of regional innovation system is becoming a hot spot of academic attention. And with the development of economy, the closed innovation exposed its inadaptability, make the open innovation is more and more get the favour of entrepreneurs, open innovation breakthrough enterprise ever closed boundary, introduced from outside more rich innovation elements and energy; At the same time to spare, unused innovation enterprise through authorization, technology transfer and technology in bag and so on way to share, to assist enterprises to enter other markets or to create new markets, to expand the existing market scope. Regional innovation is based on open innovation perspective will be more and more stakeholders into consideration, formed the multi-agent network system of multiple channels, as the main innovation of system of network interactive learning, complementary advantages, so as to achieve the purpose of optimizing the allocation of resources. From the system point of view, the regional innovation system of internal there is inevitable connection between each subsystem, the contact is the collaboration between them. Regional synergy innovation through knowledge production institutions, enterprises, government, agencies and users of resources integration, to play to the complementary advantages, accelerate technology application and industrialization; finally improve the efficiency of regional innovation. Enterprise, the government has realized that, taking steps to drive more principal part in regional collaborative innovation, promoting technology integration and diffusion. But because of the different interests of the subject of regional innovation, inevitably there are conflicts between, is not conducive to implement to achieve the goals of cooperation between the main bodies, and is more conducive to the regional innovation system construction of fast and efficient. Visible, coordination degree of main body of innovation in regional innovation system is analyzed, the factors that influence the synergy between the subject and put forward the corresponding countermeasures and Suggestions on the existing problems, and to be able to grasp the current situation of synergy between the main body, guiding enterprises, scientific institutes, better cooperation between the government, etc. This article is under the open innovation theory and collaborative theory inspiration, taking Liaoning province as an example, from two aspects of theory and is empirical study; build a model to measure the synergy degree between the main body and the whole area system on the synergy degree. Paper main research content is as follows:(1) This article mainly from the synergy effect mechanism and influencing factors of two years of the synergistic effect of main body of innovation in regional innovation system is analyzed. The innovation main body innovation synergy mechanism is divided into synergy mechanism, the influence of innovation cooperation mechanism, interest distribution mechanism, incentive mechanism, risk control mechanism. This a few mechanism between each other is not exists in isolation, interaction between them, to cooperate with each other. Related factors that affect innovation subject collaborative innovation capital, interactive learning, and the environmental factors in three aspects.(2) On the basis of relevant scholars at home and abroad research, the paper constructs the synergy degree evaluation index system. The construct of index system of regional innovation system mainly rely on three aspects, as the subjects’ interactive learning, Relationship capital, and environmental factor.(3) Subject interactive learning, this paper built relationship capital, environmental factor of composite system measure model, and taking Liaoning province as an example, has carried on the empirical research. In the empirical study based on the correlation coefficient matrix method and to determine the relative weights of indicators, and then according to the data obtained using complex system coordination degree evaluation model were analyzed. Through the empirical study, we can reach these conclusions as follows:(1) Through the empirical analysis research, sequence parameter of each subsystem with time was improved to varying degrees;(2) For three degree of order parameter subsystem sequence value comparison, interactive learning of order parameter subsystem can draw system orderly lowest value. In the subsystem, performance indicators of numerical minimum, this will be the direction of future efforts. But the overall degree of order in Liaoning province is not high, is apart from the innovation city has a certain distance.(3) A single subsystem of high and low degree of order value does not reflect the size of the coordinate value of the whole system.Coordination degree value of the whole system is affected by the common multiple subsystems. In view of the above research conclusions this paper puts forward the following Suggestions:strengthen the construction of science and technology intermediary agencies, to make it based on the needs of the innovation main body, in a larger range, through the market means to attract all kinds of factors of production, and to filter, makes every effort to provide superior innovation environment; At the same time should be set up in the middle transformation channel, accelerate scientific and technological achievements of industrial transfer; Should strengthen innovation consciousness, in the long term development cannot be constrained by the short-term interests and blindly optimistic; Optimize the industrial structure, reduce the proportion of state-owned economy, increase the proportion of mixed ownership enterprises, reduce the proportion of state-owned shares. At the same time, should perfect the pattern of opening to the outside world, to carry on the multi-agent, wide range of open innovation; To promote the construct of information, We must speed up the construction of supply and demand of information exchange and cooperation platform, subject information into the open, are encouraged to reduce the information asymmetry.
