After practice and explore10years of customs risk management, ChinaCustoms understanding of risk management to obtain a certain degree ofimprovement, customs risk management philosophy has gradually integratedinto all aspects of customs administration, the customs risk managementtechniques, methods and tools have a lot of progress, risk managementphilosophy increasingly popular, a general increase in awareness of riskmanagement, risk management tools to optimize risk management rolesignificantly. However, the current Customs risk management is still in the lowefficiency of state, the effect is not prominent, Customs in advancing theprocess of risk management is still faced with many new situations and newproblems. How to create a line with the actual situation of China’s customscustoms risk control management system, and explore practical and efficientcustoms administration, customs administration to achieve goals, become the focus and difficulty of this study. This article first explains the theory of risk andrisk management, risk control and then raised customs management concepts,through the introduction of advanced experience of the Netherlands, the USAand Australia and other foreign customs risk management, such as the emphasison establishing risk management philosophy, focusing on information systemconstruction, focus on risk analysis and early warning personnel trainingfocused on high-quality, made China customs risk control management ofexisting inefficient, confusing functions, objectives blur and other issues, andpointed out how the use of these advanced experience to guide China customs topromote risk management process, by specific examples of risk controlmanagement Taicang customs introduced to further explore how to build Chinacustoms risk control management system, with far-reaching implications foroverall improvement of China’s customs functions.
