Since China’s accession to WTO, China’s social and economic development and international economic ties closer, China’s foreign trade growth rate, trade continued to grow, significant changes occurred in the situation faced by the customs, the customs of limited resources and growing trade and contradictions have become increasingly onerous regulatory tasks more prominent Customs Enforcement facing increasing risks, to resolve conflicts and efficient service and strict enforcement of customs, customs management innovation has become an urgent need. To solve this series of questions, the Department introduced the ideas and methods of risk management, the Department has achieved some success through the use of risk management techniques and methods.In this paper, the results of domestic and international frontier customs risk management has been studied, analyzed the existing problems of Harbin Customs current risk management models, through quantitative and qualitative analysis of factors affecting risk management model is proposed to build the core of enterprise risk management evaluation system, and focus on enterprise risk assessment system were discussed, and selected 25 indicators of risk assessment, scoring through customs experts and adjust the weights of the enterprise risk assessment, the assessment results provide data support for enterprise management. In this paper, empirical analysis, risk assessment of selected tax amount of the previous 20 import and export enterprises were demonstrated. Presented by the establishment of import and export volume, asset-liability ratio, the valuation amount, the amount of tax evasion as the elements of risk management, risk analysis to determine the value by enterprises of all types of enterprises to adopt a different regulatory approach and supervision, which not only promotes Customs departments complementary advantages, division of labor, efficient operation, and effectively solve the strict supervision of the customs and efficient service contradictions.
