The Research Of State-owned Monopoly Industries Executive Payment

At present, the high payment of the Chinese state-owned monopoly industriesexecutive has increasingly become the focus of the society. Although the governmenthas been concerned about the executive payment problem of state-owned enterprises,and issued a series of documents, the gap of payment between state-owned monopolyindustries executive and employee is growing, this payment and corporateperformance decoupling phenomenon is serious. So, establishing a scientific andreasonable salary system and exploring a reasonable program of executive paymentwill be far more important thing than cut a pay, which is a need of deepening thereform of payment distribution system, a need of deepening the reform ofstate-owned enterprises of monopoly industry, and also a need of constructing aharmonious society.I use a comparative analysis method in this paper, comparing the payment of theChinese state-owned monopoly industries executive with state-owned industrypayment executive, staffs, comparing the payment between the state-ownedmonopoly industries executive.Through this method, we can know the status ofexecutive payment well. I also establish statistical model, analysis of the impactfactors of executive payment,and its existing problems.In order to solve the problemsof executive payment,in this paper,I combine the principal-agent theory, managementtheory, entrepreneur theory, payment theory, and the related policy of executivepayment, then put forward the rational foundation of executive payment ofstate-owned monopoly industries. In this paper, I have given policy interpretation andevaluation, which is aimed at the latest executive payment reform proposal andopinion. This paper is divided into six parts, the first part is the introduction, mainlyintroduces the background and significance of the research, literature review, thebasic content of research and frame of the thesis, research methods and innovativepoints; the second part is about the definition of related concepts of executivepayment of state-owned monopoly industry, and reasonable standard, I combine theprincipal-agent theory, management theory, entrepreneur theory, payment theory, andthe related policy of executive payment, then put forward the rational foundation ofexecutive payment of state-owned monopoly industries; the third part is about the empirical analysis of the status of executive payment of state-owned monopolyindustry, first，I adopt comparative analysis method, at the same time, comparing thepayment of the Chinese state-owned monopoly industries executive with state-ownedindustry competition executive, staffs, comparing the compensation between thestate-owned monopoly industries executive,and analysis of the relationship betweenexecutive payment and performance,then establishing a measurement model, usingcorrelation analysis and regression analysis methods; the fourth part is analysis of theproblems and it’s reasons for the executive payment of state-owned monopolyindustry;the fifth part is the policy analysis, I put forward the policy suggestion first,then analyst the latest policy interpretation, finally evaluate the policy; the sixth partis a conclusion of the study, I have summarized the whole thesis, and pointed outsome shortages in the data collection, index, the payment scheme and so on,prospected depth research in the future.
