In order to avoid the drawbacks of the overall of investment, construction,management and use,government selected Agency Construction enterprises toresponsible for survey, design, construction, supervision, cost consulting, project tenderagent, etc., and then hand over to the unit.Thus, the Agent System is strict for AgencyConstruction enterprises. It is difficult to manage the entire process for a constructionenterprise. With the rapid development of the market and network technology, virtualorganization has become a way to cope with the fierce competition, so virtual agencyconstruction organization has become an inevitable trend. Selection of partner ofvirtual agency construction organization is the primary task,directly relating to thesuccess of the virtual agency construction organization.the paper build a research onselection of partners of virtual agency construction organization.First, this paper presents virtual organization, agent construction, virtual agentorganization, and analyzes their characteristics, leads to the inevitable product of thetimes of virtual agency Construction organizations.Secondly, this paper analyzes the model and the task of partners to build virtualagency construction organizations and indicators of partners.Finally, the pape build a three-stage model law, the first stage use qualitativeanalysis to narrow range. The second stage use AHP selected from the more outstandingcandidate partners. The third stage us ant colony optimization to optimize thecombination to ensure that it is overall optimum. Examples of this model and analysisrun in matlab to verify its feasibility.
