Research On Efficiency Of Industrial Circular Economy In Shaanxi Province

Industry is the pillar industry of China ’s national economic development,whichcreate huge value every year, but the traditional mode of industrial production causeenormous pressure to the resource and the environment at the same time. So how tomake the industrial value increased and protect the environment, save energy is thekey problem for industrial development nowadays. Developing the industrial circulareconomy and making the industrial waste reuse is an effective solution to the questions.Currently, every enterprise in the area carry out the economic circular to a certaindegree, how to make objective judgement on the current circular economy development,how to produce more value by the circular technology, how to make the circulareconomy become a mainstream economic model, further promote industrial productionby the circular economy, therefore, the main contents of this paper contains thefollowing aspects:(1) The analysis of current development of industrial circular economy inShaanxi Province. On the base of investigation in the enterprises which carry outindustrial circular economy in Shaanxi Province and questionnaire survey, summarizethe actual level of the development of industrial circular economy, distinguish theproblems and difficulties in the development of industrial circular economy. Whilesummarizing the existing relevant circular economy research of Shaanxi Province,distinguish the questions of the development of industrial circular economy of inShaanxi province, as well as possible solutions.(2) The analysis of the efficiency of industrial circular economy in Shaanxi province. This section uses the BCC-SBM model from data envelopment analysis(DEA), makes the industrial production in Shaanxi province as the research object,estimates the technical efficiency in the whole province from1994-2011and the city ofShaanxi Province from2006-2010. The results show that the technical efficiency ofindustrial circular economy in Shaanxi province from1994-2011is increasing, but thespeed is slow; the mean of technical efficiency of the city in Shaanxi province from2006-2010have a large difference, the technical efficiency in some area is low all theyears, in some area is fluctuate significantly and no regular pattern.(3) The analysis of the total factor productivity of industrial circular economy inShaanxi province. This section combines the Malmquist index and DEA model,estimates the total factor productivity of industrial circular economy in Shaanxiprovince from1994-2011and the city in Shaanxi province from2006-2010. The resultsshow that TFP of industrial circular economy in Shaanxi province is increasing, but thespeed is slow，technical progresss has a greater influence on the growth of TFP. The TFPof industrial circular economy in each city from2006-2010is increasing slowly, thespeed of TFP in Yulin is fastest, technical efficiency and technical progress to focus ondifferent effects on the TFP in each city of Shaanxi province.
