Research On Evaluation Of Industrial Circular Economy In Sichuan Province Based On Industrial Relevance Theory

With the implementation of the strategy for the China Western Development in2000and the industrial relocation from the eastern part to the western part in2010, Sichuan province ushered in the rapid economic development for twice. In order to fit in with the economic development model, which requests low energy consumption, low pollution and high output, Sichuan province is in the important period of industrial structure adjustment at the same time. Therefore, recycling economy development model has been carried out in Sichuan province since2006. And the contribution rate of the total industrial output value is the largest to the economic aggregate composition in Sichuan province, while the process to the industrial sector is complicated, which involves high energy consumption and environmental pollution. Whether the relationship between the environment and economic development can be well dealt with, affects the living standards of local people and the stability of social structure. And it also becomes the focus and core of the circulation economy development pattern. Therefore, a study on the exploration and practice of circular economy industrial development is conducted by using the panel data of China Statistical Yearbook, China Industry Economy Statistic Yearbook, Sichuan Statistical Yearbook, China Environment Statistical Yearbook, and other yearbooks from2007to2013. Based on the study, the problems during the development of circular economy industrial in Sichuan Province are summarized.Firstly, on the basis of learning the circular economy, it analyzes the circulation economy development mode and practical progress of developed countries, summarizes the similarities and differences between different circulation economy development modes and the necessary conditions of development.Secondly, combined with industry relevance, the development status is analyzed by calculating direct consumption coefficient, complete consuming coefficient, industry influence coefficient, industry reaction degree coefficient in Sichuan province. The outcomes stated above are applied for analyzing the situation deeply and systematically, defining the main industrial department through the Principal Component Analysis method.Finally, according to the connotation, principle and essence of circular economy, the industrial circular economy development evaluation index is built up with the data envelopment analysis (DEA) method. Afterwards, panel data of Sichuan province of2006and2011is used to evaluate the situation of industrial circular economy systematically by the means of BC2model. At the mean time, by analyzing the panel data of31provinces of2012in China through the model, the paper compared the difference among those areas. According to the outcome, it comes up with corresponding recommendations to the situation.
