Study On The Development Of New Urban Areas Under The Background Of Rapid Urbanization

Nowadays, China is in a period of rapid development of urbanization. As the cityis becoming larger and larger, the urban space is expanding outwards sharply, whichcauses the adjustment and reorganization of the urban function, and the emphasis ofthe urban construction shifts from old downtown to the new one. A batch of newdowntown construction models appeared in this process, such as Shanghai SongjiangNew Area. Tianjin Binhai New Area, Shenyang Shenbei New Area etc.However, theso-called Ghost Town, Empty Town are reported in newspaper too, like Ordos NewTown, Zhengzhou New District, Changzhou New District and so on. For that reason,many scholars and experts focus on how to well organize new urban constructionunder the background of the rapid urbanization to utilize land sources, avoidoverdevelopment and unreasonable development..First, this paper defined the New Area and its related concept, reviewed foreignnew town construction theories such as garden city, satellite town, organicdecentralization, new urbanism and so on, took the new town construction in U.K.,Japan and U.S. for example, teased out the research trends of domestic new townconstruction theory, and analyzed some real examples in China. Through thecomparative study of domestic and international examples and theories on new townconstruction, the paper concluded, analyzed and elaborated the basic theory on the newarea development and construction planning, which provided the theoretical foundationfor the new city construction in China.Second, the paper took the new town construction in Chi Feng city, Inner Mongolia as the research example. It analyzed the development background, location,development orientation in Chi Feng city, summarized the characteristics of spaceextension, urbanization, industrial structure, construction mode in Chi Feng city,analyzed the relationship between the new down and old town in Chi Feng city onsharing function, industries complementary, facilities, transportation support,landscape coordination, pointed out five key problems: Facilities not perfect and singlefunction in new down, urbanization development lagging behind the urbanconstruction, industry development lagging behind the city construction, unoptimisticfinancing situation and limited resources and environment condition.Finally, in order to avoid the existing problems in the process of new townconstruction and development and build the ecological livable new down in Chi Fengcity, the paper put forward five feasible development strategies on adjusting urbanspace layout to accelerate the development of public transportation, promotingsufficient urbanization to increase the popularity of the new down, strengtheningleading industry of City integration production, solving the financing problem toprovide fund guarantee and protecting the natural ecological system to shorten the newtown development.
